Our Mission

Parker Place Living Centers operates Intermediate Care Facilities for Individuals with Intellectual Disabilities. These specialized facilities are commonly referred to as ICF-IIDs, and they provide residential care for individuals unable to live independently.

We believe that individuals with intellectual disabilities who are not able to live at home deserve to live in a facility that provides a homelike environment in which they may learn, grow, and thrive. The ultimate goal of Parker Place Living Centers is to enable our residents to reach optimal levels of physical, intellectual, social, and vocational functioning that each unique resident is presently or potentially capable of reaching.

Each of our homes have private bedrooms for 16 residents and stimulating and comfortable shared living and dining areas. All skilled care and support services will be coordinated by an interdisciplinary care team and will be specific and diversified to meet the individualized needs to enhance our residents’ overall quality of life. Our staff is consistently trained to provide interventions and support that make it possible for individuals to lead productive lives to their fullest potential at each residents’ unique level of abilities. Ongoing training and learning experiences provided by our staff ensure all residents are aware of their rights, freedoms, and potential for growth and self-determination. Parker Place Homes have dedicated staff members on duty 24 hours a day 7 days a week.

Our strategy to maximize the success of this project will include a strong focus on creating a unique, safe, homelike environment, hire competent and caring staff, and maintain consistent and compliant policies, procedures, and programs.

Our Programs

We are dedicated to providing programs where individuals interact directly with the community as often as appropriate and desired by our residents. Many ICF/ID residents work in the community with support, or participate in vocational or other activities outside of the residence, and engage in community interests of their choice. Other various outside activities include, but are not limited to, participating in civic organizations, volunteering throughout the community, trips to local museums, the Wichita Mountain Wildlife Refuge, the Aquarium, Medicine Park, local parks and gardens, attending religious services of choice, as well as entertainment trips such as going to the movies, bowling, eating out at various restaurants. We also encourage our residents to participate in the Special Olympics and other special community events specifically for individuals with intellectual disabilities.

These activities will encourage interaction with the community, promote civic-mindedness, stimulate personal development, and provide a sense of purposefulness.

Funding sources are at a crucial level as Oklahoma endeavors to meet the needs of individuals diagnosed with various levels of intellectual disabilities. Intermediate Care Facilities for Individuals with Intellectual Disabilities is an optional Medicaid benefit that enables states to provide comprehensive and individualized health care and rehabilitation services to individuals in order to promote their functional status and independence.

Although it is an optional benefit, it is an alternative to the home and community based services waiver for individuals who need the level of care provided by an ICF/IID facility. In Oklahoma, individuals spend on average more than 10 years to receive the home and community based services waiver leaving some families struggling to provide the skilled support and care their family member with a disability needs and deserves.

Our Services

Oklahoma does not limit access to ICF/IID services; therefore, in some cases ICF/IID services may be more immediately available than other long-term care options. Medicaid coverage of ICF/ID services is available only in a specialized residential facility licensed and certified by the state survey agency as an ICF/ID. Medicaid ICF/IID services are available only when other payment options are unavailable and the individual is eligible for Medicaid. There are few resources like an ICF/IID under any payment source.

Federal rules provide for a wide scope of required services and facility requirements for administering services. All services including health care services and nutrition are part of an individualized Active Treatment (AT) plan for each resident that is created based on an evaluation and Individualized Program Plan (IPP) by an interdisciplinary team. State and federal requirements for ICF-IIDs include staffing requirements, establishing a governing body, specific management policies and procedures, client protections, and a physical environment, which adheres to Life Safety Codes, among a vast amount of other federal and state regulations. The specific types of services that Parker Place Living Centers will be provide for their residents and their families are currently not available in Comanche county or the southwest region of our state.
