Owners Background Information & Experience

Owner and operator Heather Clement earned a Bachelor of Arts degree in Education, a Master of Science degree in Education, and a Master of Science degree in Behavioral Sciences. She taught kindergarten at Country Day School of Arlington, Texas, and was a pharmaceutical sales representative for McNeil Consumer & Specialty Pharmaceuticals, a Johnson & Johnson Company.

Heather’s most recent professional position was with a hospice and home health company. In this position she spent most of her time in skilled nursing facilities and developed an interest in earning a long-term care administrators license. Heather completed Administrators University through OSBELTCA in May of 2019, and also completed the required Administrator-in-Training hours in January of 2020. This training gave her first hand experience working in every department of a skilled facility. She successfully passed the required state of Oklahoma Long Term Care Administrators test, as well as the rigorous National Association of Long Term Care Administrators Board test, and she is a licensed Long Term Care Administrator.

Heather also completed Certified Nursing Aide training and earned a CNA license so that she may not only support her future staff, but also, and most importantly, so that she may support and provide direct care for her future residents. Heather is CPR/AED certified, certified in Basic Life Support, and a licensed food handler.

Heather’s ultimate goal is to support staff and residents in every way possible. Heather is a member of Care Providers of Oklahoma, the American Association of Intellectual and Developmental Disabilities, and the American College of Health Care Administrators.

Owner and operator Dan Wigington earned a Bachelor of Science degree in Business, a Master degree in Business Administration, and is a member of The Appraisal Institute as an M.A.I. Dan began appraising nursing facilities in 1979 and gained professional experience in the nursing home industry in both Oklahoma and Texas.

In the late 1980s, Dan successfully passed the requirements to acquire a long-term care administrator’s license in the state of Oklahoma. In 1986, Dan along with a partner constructed a skilled nursing facility located in Wichita Falls, Texas. The facility was deemed to be a “learning facility” on the basis that we provided classes for nursing students from Vernon Junior College. Additionally, the facility was occupied by a combination of private pay residents, as well as Medicaid and Medicare residents.

A little more than 10 years ago during an appraisal assignment for a facility of intellectually disabled residents, Dan decided if he would ever re-enter the ownership of a skilled nursing home facility, he would give most consideration to the specialty of caring for individuals with intellectual disabilities such an ICF-IID.

Dan and his daughter, Heather Clement, decided to pursue opening an ICF-IID and have spent the better part of two years working towards that goal. They established Parker Place Living Centers, LLC. in 2019, and then worked closely with architects and engineers who had the vast experience and knowledge required to create plans specific to specialized facilities such as ICF-IIDs.
